The expertise extends to familiarity with sources, vendors and suppliers of the equipment, products and devices required to accomplish upgrades and refits of existing equipment, as well as to accommodate operational changes such as fuel switching.
For a southeastern United States utility company, for example, Epsco was engaged to evaluate specification and equipment issues surrounding the utility’ shift of coal suppliers, and the required conversion of hot side electrostatic precipitators to the cold side operation necessary effectively and environmentally to burn the new coal.
Epsco’s involvement with the utility included close coordination and review (with suggestions for improvement) of specification documents necessary to solicit quotes for electrostatic precipitator conversion.
Once quotes were submitted, Epsco further worked with the utility to review and evaluate a wide variety of propsoals, ranging from total electrostatic precipitator replacement to introduction of additional capacity to modifications, upgrades and refits. Because Epsco possesses experience with each of these approaches, our evaluation of the various proposals was informed and expert, enabling our consultation teams to point out that none of the proposals actually satisfied the utility’s original specification request. AS a result, the bidders were asked to sharpen their own specification and cost documents, focusing on precisely what the utility needed and asked for, and insuring that the actual contracts, when awarded, resulted in the cost-effective acquisition and installation of precisely the equipment and products the utility required to meet is operational needs.
